In this crossover-to-end-all-crossovers there's so many super-powered people running amok that it can be downright overwhelming for regular-powered people. The requirement for all beings with super powers to register as a "human weapon of mass destruction" - as stipulated by the Superhuman Registration Act - not only pits regular ol' humans against mutants, magicians, experiments-gone-wrong and whoever - or whatever - else that's deemed inherently dangerous by the government, but also pits superhuman allies against each other. How many Marvel superheroes does it take to screw in a light bulb?
